Governance on Klaytn Light Paper has the following structure.

The general "governance process should proceed in the following order: proposal introduction, statement of opinion submitted by advisors, voting by council members, and various follow-up procedures depending on the result of the vote". However, in the case of this agenda, the period between disclosure of contents and on-chain voting was short.

Additionally, the basic direction is that "The bodies participating in governance must act in consideration of Klaytn’s long-term benefits rather than just for their personal interests”. We think we need a clear plan and more time to consider in order to have a clear understanding of the current agenda and make decisions for the ecosystem.

So, we agree with postponing the vote.

Voting Period for KGP-25 to be Extended

Dear Klaytn Community,

The 'Klaytn <> Finschia Mainnet Merge’ proposal (KGP-25) has been open for governance voting since 2024.01.26 (Fri) 05:00 UTC, with the voting to close on 2024.02.02 (Fri) 05:00 UTC.

Since the original proposal and subsequent addendum, there have been continued requests from both the community and governance members asking for more clarity and deeper granularity regarding aspects of the proposal, as so all governance participants can work together to establish consensus.

Adhering to the 'Necessity of an Explanation and Opinion Coordination Process for Ecosystem Participants’ Klaytn governance policy, the Klaytn Foundation, working on guidance and feedback from GC members, will be extending the current voting period. All parties agreed that an extension to the current voting period will facilitate further constructive dialogue for both Klaytn and Finschia communities required by governance participants in order to make an informed decision.

The decision was made during an ad hoc convening of GC members to discuss the KGP-25 voting period. Klaytn GC members who agreed to an extension of the KGP-25 voting period are as follows:

The rationale for the extension is as follows, as provided via feedback from the community and GC members:

1. A significant percentage of both Klaytn and Finschia user communities have provided continuous feedback highlighting the lack of granularity and adequate answers considering the scope of the proposal and potential future impact, and believe the current 7 day voting period is not long enough to be able to make an informed decision.
2. Several members of Klaytn and Finschia’s governance organizations have also voiced their concerns regarding the level of details provided prior to and during voting, highlighting the need for deeper due diligence.
3. An addendum addressing community feedback was added to the initial proposal on the evening of Jan 25th (Thurs) KST, and since then, we have received comments that the voting period should have been extended considering limited time that was available to review the updates made to the original proposal.

The extension of the voting period as requested by the community and governance members, is being implemented to allow all governance participants additional opportunities for further clarity and dialogue. No further adjustments will be made to the proposal (KGP-25) itself.

The adjusted voting period will proceed as follows:

• 1.30 (Tue) KST: Notice of extension to KGP-25 voting period
• 1.31 (Wed) KST: Governance vote suspension
• 2.1 (Thu) KST ~ 2.7 (Wed) KST: Additional documentation providing the community and GC members with deeper levels of granularity to be shared.
• 2.8 (Thu) KST ~ 2.15 (Thu) KST: Voting reopens.

1. 다수의 커뮤니티 멤버들은 이번 통합 프로젝트가 생태계의 미래에 중대한 영향을 가지는 제안임에도 불구하고 충분한 설명이나 검토를 위한 시간이 확보되지 않았다는 의견을 표시했습니다.
2. 클레이튼과 핀시아 거버넌스 멤버들 또한 통합 제안 내용에 대한 추가적인 설명과 검증이 필요함을 요구하였으며, 이는 일부 거버넌스 멤버들의 요청 사례에서도 볼 수 있었습니다.
3. 최초 제안 이후 의견 수렴을 거쳐 제시된 개정안이 1월 25일(목) 저녁에 공개되었습니다. 제안서 내 세부 사항의 변동에 따라, 적정한 투표 기간 조정이 필요하다는 의견 또한 많았습니다.

다만, 이 투표 기한 조정은 생태계 참여자 설명 및 의견 조율을 목적으로 하며, 통합을 위한 추가 개정안을 만들기 위해 시행되는 것이 아닙니다.

이번 통합 프로젝트 안건 투표 기간의 조정은, 두 메인넷 생태계에 걸친 더욱 충분한 논의 시간을 가진 후 다음과 같은 일정으로 투표를 진행할 예정입니다:

• 1.31(수): 투표 일시 중지
• 2.1(목) ~ 2.7(수): 개선안에 대한 추가 설명 기간

• Due to the extension of the voting period, there’s an update in the Finschia governance proposal numbers (changed from FGP-22 to FGP-23).
• On page 12 of the PDF, the ‘5-year LINE NEXT delegation and transfer plan’ has been revised regarding the transfer volume (PDT).
  • Original: Y1 to Y5 each had 105M, 105M, 40M, 40M, 40M.
  • Revised: Y1 to Y5 each to 115M, 110M, 40M, 35M, 30M.
  • Reason: The transfer volume schedule was adjusted due to the need to support the Finschia ecosystem migration costs as per the revised proposal.
